Cluttered backgrounds -- a question

I shot this as a target of opportunity grab shot using the D80 I keep in the car when this sparrow landed in a bush next to the parked car I was sitting in.

Unfortunately, I wasn't stopped down far enough and the bird and the bottlebrush flower tend to disappear into the cluttered background.  But while shooting wide open or close to it might have helped separate the subject from the background by blurring the OOF areas, is a background like this simply too cluttered to ever yield a decent shot?  How do you guys approach a situation like this?  Do you stop way down and take the shot or do you pass up the shot because the background is so cluttered that there's no way to get a good image out of it?
