It wouldn't be practical to make them truly random because your camera would have to know the color of each photosite and then de-mosaic them, and it would be too complicated.  However, try looking up the Fujifilm X-Trans sensor.  They've arranged the color filter in a slightly more complex pattern that they claim reduces the incidence of moire.

The other alternative is Sigma's Foveon sensor, which stacks the photosites in layers similar to film emulsion.  It would never produce the kind of false colors you saw in this example.  But Foveon has never stormed the market because its ISO sensitivity is reduced.
