Yes you are right, they are older lenses with USM motors. I have one STM lens (EF-S 10-18mm f/4.5-5.6 IS STM) and in fact that lens does not show this behavior.

So although this doesn't solve the problem, at least it explains it (sort of). Strange thing that Canon support didn't know this.

dont expect a company to offer flaws with older equipment    . They are tech support not sales

Should we still expect older lenses to work flawlessly with video (do they with other newer SLRs?)

i wouldn't, especially with how horrible auto focus was (and still is for nikon) before dual pixel auto focus
