16-55 lens, lack of IS an issue for landscape?

16-55 lens, lack of IS an issue for landscape?

Hi,

I normally use prime lens, but have an 18-135mm which is sharp but doesn't have 'contrast' and image quality when taking landscape pictures.

I'm looking of pictures from the 16-55mm and it's obvious that it's much better in that regard, but is the lack of IS is any issue if I don't carry tripods when traveling?   Especially in the 'golden hour'  early mornings and late afternoons?
