Why can't Adobe and Nikon work to have LR/CC/PS process Nikon color profiles?

The As Shot white balance values are a function of the RAW editing software and camera profile used to process the RAW file.  The values you get using Adobe software and Adobe generated Camera profiles does not agree with what you get from Nikon Capture NXD.  I believe the color of the final image is the same.  You can change between the various Adobe generated DNG Camera profiles and you get the same AS Shot white balance values, but if you generate a DNG Camera profile using X-Rite Passport software you will get a different value for the As Shot white balance - close, but not the same.  I purchased Huelight  D810 profiles for Lightroom and I also get a different AS Shot white balance values than with the Adobe generated DNG Camera profiles.
