Does TTL + non-TTL flashes = TTL?

Assuming you're not setting exposure manually and are using TTL, I was just wondering if you can mix cheaper non-TTL flashes with TTL flashes to achieve an overall TTL exposure as determined by the camera?

I was thinking the non-TTL flashes would be set to a certain output, and then the TTL flashes would somehow know the flash power setting of the non-TTL flashes and the TTL flashes would adjust their output to give you the overall TTL exposure?

I'm using a Godox X1T transmitter. I have 2 Godox TTL flashes but was thinking if it would work to throw in a few older V850 or V860 flashes using receivers even though they aren't TTL.
