That only works if you have ISO fixed (and change that as needed).  If you allow ISO to be set automatically in manual mode (which is an option in Olympus, and I don't recall if it is in Panasonic), you want to be able to control the exposure compensation.  Otherwise, once you set the aperture and shutter speed, the camera might decide to bump up the ISO.

I will grant that in that case, it is useful to have exposure compensation be on a separate button, and to have one dial do the normal exposure compensation and the other do flash compensation.  But for me, it is not a normal use case, since I rarely use M mode.  But I can understand that those who use it can find a use for it.
