Your Fujian 35mm is a C-mount lens designed to be mounted just 17.526 mm from the film/sensor surface.  The EF/EF-S mount of your T3 has the lens mount flange 44.0 mm from the sensor, so mounting with a simple ring adapter is effectively applying 26.5 mm of extension tube. As you found, good for macro, but not much else.

If you find an adapter with optical lens elements it will maintain the full focus range, but at the expense of acting as a poor teleconverter with loss of maximum aperture and image quality.

My question is - is there anyway that I can make the lens function correctly with the camera body? The adapter is useless and too far from the mirror. I'm starting to think there's no way to make it work, which is a bummer. I was really excited for this lens.

C-mount can be adapted to mirrorless systems with short mount-flange-to-sensor distance, but forget about adapting it to an SLR.
