You can look at www.eLance.com, and another is www.rent-acoder.com

The Raspberry Pi is a Linux computer, and really doesn't have to require any special programming skills.  If you want to interact with the I/O and the digital camera (the Raspberry Pi cameras suck, old and new models) on a low-level or speciallized manner (and not say something like USB), then it will require someone with more than typical software development experience.

For example, it would be trivial for a decent programmer to write something simple to capture images from the typical Raspberry Pi camera.
