I guess I'm going to have to disagree with you because I just bought a Samsung Adaptive Fast Charging- Travel Charger for my S4. I allowed my battery to discharge to 53% and plugged in the charger. It went from 53% to 95% in one hour. I don't know how much time it would have taken to charge your old S4, but my phone that's pretty darn good.
With fast charging support, you would be able to do the same percent of charging in about 17-18 minutes.
To the OP
I personally like that with the S4 and S5, you can replace the battery easily. For me it makes more sense to carry extra batteries and swap them, than to use a battery power pack, especially as the S4 is older now and the OEM batteries are inexpensive to buy.
