Hi Ian, so I have downloaded and installed 29.1A ( 3) You will now see an option labelled "EOS Digital Solution Disk Software 29.1A for Windows (For users who cannot use the bundled CD)" Click on the select button)
Then went back to the link:
https://www.usa.canon.com/internet/portal/us/home/support/details/cameras/dslr/eos-rebel-t3-ef-s-18-55-is-ii-kit and then Under "Drivers and Downloads" went to click on the "Software" tab but... that Software link no longer appears! It was there earlier and I used it to get DPP 4 and 3.15.0 but now that section of the page is blank white space!
There was an option to search via product name - which I did using T3 and nothing appeared via that option either?

That is why I indicated you downloaded the "EOS Digital Solution Disk Software 29.1A for Windows (For users who cannot use the bundled CD)" package, which is the complete CD content and will allow you to install all the camera support packages. This link downloads a zip file called something like ksd291a_installer.zip which when unpacked creates the file ksd291a_installer.exe, running this will allow you to select which of the camera support packages to install (including DPP 3.x.x).
N.B. If you are running Windows 10 you will not see this package in the list until you change the OS version selection drop down box to Windows 8.1.
Canon's updater packages search for an existing version of the package and if it is not installed prompt for the installation CD, as you discovered.

Under "Drivers and Downloads" click on the "Software" tab. You will find links for both DPP 4.4.30 and DPP 3.15.0.
The DPP 3.15.0 package on that page is an updater and requires DPP 3 to already be installed. For what the OP wants he should do the following:-
1) Select the Software Tab
2) If you're using Windows 10 select an earlier version e.g. Windows 8.1
3) You will now see an option labelled "EOS Digital Solution Disk Software 29.1A for Windows (For users who cannot use the bundled CD)" Click on the select button.
4) Click on the "I have agreed etc." box then click on the Download button.
5) You will be asked to provide your camera serial number which is located on the bottom of your camera.
6) You should now be able to download the software. This is effectively a copy of the install CD.
7) Unzip the file and run the setup.exe. You should now be able to install the components you require. N.B. you may need to update them to the latest versions from the above web page.
