The bokeh is very harsh compared to my 50-200 that was as smooth as silk wide open. I expected this one to be even better because it has a constant 2.8.

So, my question is: Is my lens faulty or are all of the Olympus 40-150 2.8 lenses like this?

I can not confirm the statement that the 50-200 is much better. There have been some reports of very harsh bokeh for the 50-200 too ...

That's the reason I did a fast and simple Bokeh comparison before I switched from 50-200 to 40-150 PRO.

I took a row of cars to provide some bokeh samples for different distance to focal plane.

40-150 vd 50-200 at 150mm wide open

If anything, I would slightly prefer the newer lens bokeh wise.

But what impressed me even more is the observable gain in focus accuracy of the new lens.
