The 23mm is if you use the f1.4 and f2 setting on a regular base.

It makes perfect sense if the 23mm happens to give better resolution and you may make larger prints.  I didn't buy one for a long time because the zoom is very good and many people argued that they were fairly close at middle to smaller apertures, but when I eventually bought one and compared them side by side, the 23mm does have an advantage on the zoom at middle apertures.  Its outer image sharpness is actually far better at f8 than its own wide apertures and its better in the corners than the zoom.

Funnily enough, I've never used it at f1.4 - not my sort of shooting.  It just comes down to your uses.
