I'd look at Canon's EF-S 60/2.8 macro prime on the OEM Canon adapter.

If you can wait a bit longer and don't mind getting in real close, the new 28mm should be dandy.

Legacy / full-frame stuff is all fine and well for some things but can be a bit clunky to work with and you might experience more issues caused by stray light from the oversized projection area, bouncing around the camera innards. (This might still be the way to go on a shoestring budget - most legacy macros are nice & sharp by reputation. Most older ones will require an extension tube to get to 1:1. Like I said: clunky...)
