It's not just about focal length 'coverage', it's also about walk around convenience.  The freedom to have a single lens that can help you capture a large number of shooting situations without having to change lenses.  If you are looking for that sort of convenience, you need to decide if you want the more modest WA in order to get the better short tele convenience.  But if your shooting style suggests that the 12 mm focal length NEEDS to be a part of that walkaround convenience, you will have to settle for less walk around reach at the long end.

There are NO universal rules of thumb , I'm afraid.
