LOL, my monitor is not changing on the fly to "48hz"! Like most computer monitors, it can do 59hz or 60hz, nothing more. My Plasma TV on the other hand, sure can change to 48hz when switched to cinema mode, but my PC monitor cannot.
This whole issue of yours I hope is more than pulldown micro-judder from panning shots. Otherwise what a waste of time this discussion is!
You made out like the judder you get is more than simply pulldown panning judder of 24p at 60hz. You suggested it was specific to the GH4. You said you see stuttering even when camera is not moving. This is why I'm replying....because I've spent countless hours in the past dealing with issues like this. If you are getting really bad judder, then I'm afraid your issue is more than simply "24 doesn't go into 60".

There's normal judder, and bad judder when viewing video on computers. A few years back I was getting bad juddering and stuttering in VLC player when watching movies. A lot of people were. It was WORSE than pulldown judder. Turned out that certain codec settings in VLC could be tweaked to minimize the problem to acceptable levels where the only judder remaining was the natural 24p judder of camera panning - which is not really an issue unless the camera operator has panned too fast.
Pulldown judder is not actually that bad on a 60hz display. Get yourself a good quality rip of a movie or something in 24p, and see for yourself on maybe a different computer to your own. It sounds like you have more than pulldown judder. It sounds like you could use a better software player, better graphics configuration in the player.
