The 17-55 is one of Canon's best lens. Optically, way better than the 15-85. I tried both and ended up buying the 17-55.

Please don't get sucked into the useless arguments about full frame being better than the APS-C bodies. I have both and believe me when I tell you that the APSC images are in no way inferior to their full frame counterparts,

Perhaps you had a defective 55-250 lens. I have one and I find it indispensable. It produces sharp and contrasty images on my SL1 and T4i.

Have you considered the 24 f2.8 EFS lens? It is one of my favorite lens and pairs wonderfully with the SL1. Produces sharp and contrasty images also. A very useful and practical focal length for cropped bodies.

Best of luck with your purchase.

Regards.
