Why is precapture not a thing?

I once had the Olympus 100RS speciality camera with a precapture feature. It means, that with it enabled, the camera would start keeping pictures cycling in memory when you half press the shutter button, so you would not miss the moment when you fully press it.

Why is this feature not available on neither Canon, Nikon or Sony? It is so useful for sport and action photography.

It may even be technically possible for video.
