Like my previous post, when another button takes over AF job, AEL would be left with shutter. As long as you keep shutter half pressed, or by Touch AE as recommended by other member, you can lock AE independent from focus point.
But you don't achieve anything by doing that - assigning AF/AE to another button - that can't be done using the dedicated AF/AE button anyway. The problem is that whatever AF or AF/AE behaviour you set up in the menus, is replicated wherever you re-assign it, you can't make the AF/AE button behave one way and a Fn button work a different way.
And in my book, a 'lock' of AE on the half-press is no lock at all.
If you release the half pressing shutter, AEL will be cancelled. It is why I use AFL/AEL button and HOLD for the job myself.
My suggestion is just trying to satisfy OP's desire to use fn3 for BB-AF.
Well, the AF/AE Lock has to do BB-AF. Fn3 (or any other button) can do AEL.
