Depends on how you want to shoot. Both options I think are as good as it gets for <$250 USD. The STM zoom is optically good, has image stabilization, and is convenient. But the brace of primes gives you wider maximum apertures and perhaps leads to a more thoughtful way of shooting - for example changing perspective rather than simply 'zooming'.

Or do you have some other suggestion? I don't have a large budget, and i'm not a pro, for that i'm evaulating good lens but without stellar cost.

An absolute steal of a deal is the EF-S 55-250 f/4-5.6 IS STM for just $130 from Canon USA refurbished (good as, maybe better than new and same 1 yr Canon USA warranty).

P.S: the 1000D is a good entry level reflex or is crap respect to 1200D?

The 1000D is, or I should say was, a good entry level SLR.  It's got pretty much the same 10mp sensor as the 40D I'm still happy with. But it is very dated compared to current entry level bodies that have 2x the sensor resolution, better high ISO performance and video capabilities. But as a gift, it's great. Certainly better than a poke in the eye with a sharp stick.

IMHO, YMMV.
