Finding one with under 1,000 actuations on it is amazing luck. I have bought a few used D300's in the past and have never seen one with a low shutter count like that. I believe after a certain number of shots the count rolls over back to 0 and starts over but I'm not 100% sure.

Only the number used to create the photo's filename (JPEG or NEF or whatever) eventually resets to "0001". The number of shutter actuations is saved in the EXIF data. Many forum members have reported actuation counts in the hundreds of thousands. One or more D3/D3s owners have claimed to reach over 600,000 actuations before needing to have their cameras serviced. When shutters are replaced, Nikon resets the actuation count.

If you know what you're doing, you can change the file number and folder number that your DSLR uses/creates for the next photo that it shoots to any 'allowed' number, from 1 to 9999 for the photo file number, for example. But only Nikon's technicians can reset the shutter count (actuations), not camera owners.
