Almost all zoom lenses achieve maximum magnification at the tele end of the focal length range.

If you look at the zoom ring of the DL 24-85, the macro feature is at the short end of the zoom. Of course that might be irrelevant if Nikon cams the lens mechanism when going into macro mode.
