One thing that comes to my mind is that the video player you were using (and that the camera itself is using) doesn't play 24 fps video well on a 60Hz monitor. 24 is not a factor of 60, unlike 30, which would explain why 30 fps video appeared a lot smoother.
You said that the 24 fps footage from other gear was fine, but it wasn't clear if everything else was the same (computer, player, codec).

It's not specific to GH4 and whoever says that, is not telling the truth. I had same problem with Canon 7D when shooting at 24 fps (23.97), and many other cameras have same "problem".
Just a little quote from there that should make anyone interested in reading and learning about judder issue:
