I think this must be part of a global effort to sell the E-PL6 stocks. The dollar price with the usual conversion applied more or less gives the price I've seen for this bundle locally (399 USD -> 3499 NOK, down from 3999 NOK), and you're practically getting the body for free and one of the lenses with a steep discount.

The Oly 40-150 f/4-5.6 R can be had usually for $100 or less.

Somewhere on the planet it may be that price at any given point in time, but I've seen it float around at higher prices locally for some time, perhaps cheapest as part of a kit composed of the lens, a memory card and a shoulder bag for around $150. If convenience is king and a local purchase is needed, to try it out even, the dual lens bundle is hard to beat. (Especially since I see the 40-150 at 2290 NOK -> ~229 USD, perhaps, at the moment.)

And the main advantage of M43 is really the size. All of these cameras are much smaller than the D3200+ lens.
