It might be normal. I'm not saying it is normal, but it might be normal. It might be because of the flash recycle time. You can read about it on the internet. It happens to me also with all of my cameras. I was told that if the ISO level is higher than the issue is not as much, so I usually take pictures with my on-body flash at ISO400. That may be because it doesn't have to use as much energy at higher ISO levels (that's my guess). I know I can use the on-body flash about two or three times. Then I have to wait a few more minutes. It's all good as long as I remember to not keep pushing the shutter button continually and I allow for some time in between snaps.

A little edit: I'm not familiar with your camera as the ones I have are the Canon T2i (550D) and Canon T3i (600D).  I believe that an off-body external flash would be better.  I don't know a whole lot about those either, as I don't take a lot of flash pictures.  But if I got more serious about it, I think that's the way to go.  It sounds like you are ready to upgrade also, with a camera that is that old.  I keep thinking of upgrading also, but the 18mp cameras that I have seem to be sufficient for my outdoor activities.
