Sorry but I don't think that makes sense unless Samsung is much more out of touch than I would have thought. One good camera that wins the spec wars for a bit is a start but it isn't going to magically gain market traction. You gain traction doing what Sony and Fuji are doing.... put out a 2nd good camera and a 3rd and along the way you build your lens selection to meet the needs of more and more users. Almost anyone looking to buy a camera and lens setup that costs almost $3000 wants a system not simply one camera that shoots 15fps and has 4k video.
Well remember that it was their stated ambition to be market leaders in - 2015. So yes, they have been out of touch. I think the mistake they made was to consider cameras to be just another branch of consumer electronics - like mobile phones, for instance - where one good product could indeed give you market traction. Enthusiasts, semi-pros and pros are a lot more conservative, on the one hand, and have much greater demands on the other - as you say, people want and indeed NEED a system, not just a camera (however good) with a few lenses - even if in reality, those lenses actually cover off almost all needs.
Not sure Sony have really understood that yet either, to be honest, but that's another story - Fuji are doing much better on the lens front, and are much better at producing what photographers need.
But they also needed to properly market what they did have - because I can't recall seeing much about the system and particularly the lenses - sure, there was a bit of a buzz about the NX1, but not enough.
