Please suggest me a camera for my father

The G6 has the same sensor as the G5. Since budget is import, favor the G5 over the G6.

Both these have a 1/2.3 sensor (6.17mmx4.15mm) which will give noisy results at even moderate ISOs.

Now regarding the ILC, should I opt for the lenses or the body? If lenses are more important then EPL6 or G5 might be good enough.

Both are important. The sensor is effectively the digital negative for each and every photo.

Your father must be comfortable holding the camera, viewing the image and with the adjustment interface - this means both the physical nature and placement of the buttons and the menu system which is controlled by the buttons.

Some of the earlier bodies have a problem of camera shake induced by the shutter mechanism opening, and this causes much frustration. The later bodies have anti-shake features.

A viewfinder is probably important for your father.

On this new list, The EPL7 and the EM10 both standout as having better sensors,  anti-shake and image stabilization, and a good hand grip. With the EPL7 your father may need a viewfinder attachment for bright light.

That being said I have never been troubled by shutter shaking with my G5, and I have seen few reports of it.

Regarding the fixed lens, I think the Stylus 1S is the best compromise due to sensor and 2.8 lens.
