I was at a traveling road show last Saturday for Canon's Rebel cameras. The Canon tech there said the all DSLRs stop recording at 29:59 because if they record a 30 minute clip, they are classified as video cameras in the EU instead of still cameras. And video cameras apparently are taxed at a higher rate.

I have no idea how accurate this information is but it would explain a somewhat arbitrary limit on recording time.

It's specifically import duty. Digital cameras are zero rated, whereas video cameras are not.
