On an APSC camera you need a 12mm lens to get to the same angle of view as on a full frame camera with its kit lens around 18.

This is also wrong. If you get a kit lens with your A7, then it's a 28-70, if you get a Nikon D610 it's a 24-85. From the angle of view at the wide end, these are comparable to the 18-55 or 16-50 for NX.

On full frame you can get even broader if you buy 16,14 mm leneses or broader, on an APS-C not really.

Yes, I own the Sigma 12-24 for my D700. If you want the same angle of view at the NX, you need to adapt the Sigma 8-16. But the Samsung 12-24 for the NX is a very good example of an APS-C ultrawide zoom, it fits my needs for APS-C, as the 17-35 mostly does with my D700 (but the Samsung is the better lens, but not as fast).

The NX30 is a good camera. Get it with the 12-24, the 30 or the 45 and you have a very good kit below 50mm. Above 50mm there is unfortunately only the 50-150 or the 85, at least my 50-200 is not on par with my other samsung lenses.
