I use a tripod, MF and no IS and i get great results from the G7. What I do when I want to pan is to go shutter priority and select 50fps (in the UK) and that stops any jitter when panning. OK, you might have to use a Nd filter at times but well worth it. Out of interest a friend of mine has a non EU G7 that has 60fps as opposed to 50fps and gets superb panning results at most speeds, we are still trying to work out why.

Just take camera in hand, aim something at 14mm (OIS on) and try to hold camera steady. The result should be quite steady image with little rapid sideways vibration or jittering. The shutter speed is not affecting much. Can you test?
