Not happy with any photos taken in an ice rink

My current camera takes great outdoor photos, but any photo taken in an ice rink even with no glass in the way (I am able to take photos from the players bench), the photos are mostly under exposed, blurry and have noise.

Camera setup:

Canon Rebel T2i with Canon EF 70-200mm F/4 IS USM Lens

Settings:

  • (best results) tV: ISO 3200 / shutter speed 1/250-400 / lighting set to Florence/4000k
  • Sport auto: slightly worse results than in tV mode

And I am not happy with these results

If I lower the ISO to 1600 the images become too dark, if I raise the ISO to 6400 then the images are too washed out.

If I raise the shutter speed past 400 then the images are too dark, if I drop down below 250 more than 60% of the shots are blurry.

Suggestions?

Do higher-end camera bodies contend with the same issues?
