Get a cheap digital scale which goes down to 10th's or 100th's of gram.   I'd wager that each type of figure has a different weight.   If this works, you can bin up the toys by weight.   If nothing else you may be able to have an easier time telling one from another, as perhaps only a coule models fall into a specific weight.

I've done a number of machine vision projects over the years, and what you want to do is possible, but limited by a number of significant obstacles.

As for imaging, use a strobe behind the bag, and vary the intensity of the strobe and perhaps some ND or cut filters, and see what part of the spectrum the bag transmits most readily.   If the plastic bag material is pigmented, rather than dyed, it may not be transparent to IR.

But I am very confident in my weighting method.  Tell me how that goes.
