What is this?

Not sure where to post this but, this photo, was taken from an iPhone, in Bellevue WA, January 2015. I'm looking west, with am sun, coming up from the east. Heavy fog bank to the south. It is taken from our employee lounge. It could been seen from multiple windows.There were at least 15 of us, snapping away on our phones. No one had a "real" camera in the house. It only lasted for maybe 20 minutes. I 405 and NE 8th St, for those of you that may be familiar. I sent a copy to the local tv stations, meteorologists, to get their input, but no response. We called it our Sea Hawk angel. I know it is some sort of refraction of light and water vapor, but what made this happen? Any scientists out there?

 
Light reflected from that building across the way.

And I suspect it is interacting with the films that make up the "low E glass' you are looking through.
