Flash doesn't affect shutter speed?

Hi, everybody, I just got a used T4i with 18-135 stm lens on ebay. But there seems to be something wrong with the flash.

When shooting in low light conditions, the flash doesn't affect the shutter speed in A mode. But if I switch to Auto mode, it seems the shutter speed is fixed at 1/60.

Without flash, 1/2 s

With flash, still 1/2 s, other exposure parameters are the same

Auto Mode, shutter speed 1/60s, this is what I want , a faster shutter speed!

Can you guys help me solve this problem plz? I will have to return this camera if there is something wrong with it.
