My first DSLR (Rebel) from Poland

Hi friends. I am on holiday in Krakow, Poland and while my wife was in the clothes stores I was wondering in a huge electronics store called (MediaMarkt). Since 2002, I alwayd had a digital camera in the powershot family, the last ones being the G12 and Gx1, mainly used for wild life and plant(& casually insect) photography, scientific images, travelling and family outings. For this reason the articulated screen is a must in my cameras.
I am in Krakov (Poland) for these 3 days and the price are a bit cheaper, also with an apealing cashback promotion (about 50Eur). I have these 'quick questions' while I'm here?
1) Rebel 700d or Rebel 750d (some 150Euros more)? I read some differences in dpreview but being a beginner in the dSLR area, I am not really sure if the differences worth the price difference.
2) Which Macro lens? I've found two Canon lenses which from some casual reviews should do their job well with the 700D or 750D

Canon EF-S 60mm f/2.8 Macro USM Lens ($419.00from BH)
I would expect many would reply that the expensive lens is better, but would like some feedback since as a nature photographer (plants and insects and mushrooms), I am concerned about weight and bulkiness.
There is also the Canon EF-S 60mm f/2.8 Macro USM IS Lens ($899.00from BH) with image stabilisation. Does the extra Image stabilisation brings any huge difference in practice? I would be in the countryside scrambling rocky areas and cliffs sides without tripod. Some would like to tip about other macro lenses like sigma, so please help yourself.
