Will the maximum focal length change when I use EF 24-70mm zoom lens on 600D?

My question is what happens to the focal length when I use the Canon EF 24-70mm f/2.8L USM II lens on the Canon 600D which has an APS-C sensor.

I am aware that the APS-C sensor from Canon has the crop factor of 1.5 and that 24-70mm focal length on a full-frame sensor becomes 36-105mm on a APS-C sensor.

Does the maximum focal length also change by 1.5 crop factor? Will the maximum focal length change to f/4.2?

Also is the EF 24-70mm designed for the full-frame sensor?
