Normal that Nikon service increases shutter count by 2,200?

Sent my Nikon D600 to Nikon for the second time, to fix issues that I found after they tried to fix spot problem. Camera came back fully functional, but actuation count went up by 2,200. Is it normal to do this much testing for what they claimed was a simple fix?
