As others have said, lenses should be your priority. The 55-300 in a kit would be fine for surfing, as light is bright, and be sure to go with WR version at the beach!

My biggest complaint with the K-30 (and it would be the same with the K-50) is that the shutter is extremely loud. For some insects that will mean you get exactly one shot, but for others it likely won't make a difference. By far, based on your budget alone, it looks to me that the K-50 is your best bet. If you really get into photography, your bodies will change every 3 years or sooner (and you'll get something in the used market for them), good optics stay with you for a long time - often forever.
