NX1 + 16-50/2.8S OIS problems, Part II

My original thread can be seen here. My replacement kit arrived; however the prior thread has been hopelessly derailed, so I thought I'd post an update in a new thread. I've been playing around with it this morning here is what I have discovered.
When I first turn on the camera, or awake it from sleep, the OIS is terrible, just like before. Mode 2 is far better than Mode 1, but both are very much unacceptable. About 30s after turning on, the OIS has improved, but still unacceptable. It continues to improve as the camera is left on. By about 2 minutes the pictures with OIS on are fantastic, Mode 1 or Mode 2. Once it has fully "warmed up" I'm good down to some ridiculously slow shutter speeds, about 0.3".
Testing shows that when first turned on, the OIS ruins *all* photos. The slower the shutter speed, the more it ruins the photos, but now that I know what to look for, I can even see the effect at 1/160s with the lens set at 24mm (36mm EFL).
I have tested this multiple times and the problem is 100% reproducible with my new kit. Simply set the shutter speed to 1/30s, turn off the camera, then turn it back on and start taking photos. Over the first two minutes the OIS continually improves from dreadful to excellent. Every single time I try. I do not know if the same time dependant behaviour occurred with my prior kit as I ran out of time to test it that thoroughly before having to send it in.
I've also tested my 50-150S lens. It does not have this problem. Perfect OIS from the moment I turn on the camera, every time. I've tested both lenses head to head at 50mm and again, after 2 minutes the 16-50S starts to perform like the 50-150S, but not until it's "warmed up".
If the camera goes to sleep or gets turned off, then the problem rears it's ugly head again, even if the camera was off or asleep for only a second or two.
I've already had to exchange my 50-150S because the focus limiter switch doesn't work (new one works great BTW). Then I exchanged my first NX1 + 16-50S kit. Now my second one has the same OIS problem. The camera store is super helpful, but I'm really starting to feel bad about this. How many kits am I going to have to go through before I get a kit that works? I don't want a camera system that I cannot use for the first two minutes I turn it on. I also don't want the store to have to go through 5 or 6 or more kits to find one that works.
At this point I'd love it if a bunch of NX1 + 16-50S owners piped in to say they've tried photos with OIS Mode 1, 1/30s and their photos are tack sharp from the moment they turn their cameras on (i.e. deliberately try to reproduce my results). If the vast majority of cameras work well in these circumstances then I'll give it another try. However, I'm starting to believe this is a widespread problem that users just haven't noticed yet because everything works well after the first couple of minutes and any pictures ruined by defective OIS after the camera is just turned on is simply chalked up as operator error as we all have those from time to time.
Maybe I keep getting the lemons, but eventually I'll get a good one. Or, maybe it's time to return the Samsung, unbox all my Pentax gear that I was preparing to sell, get the K3 and carry on...
