Stabilization: does 5-axis translate to 5 stops?

Hi, I'm new to photography, just got a dumb question, I was reading the specs of E-M5 Mark II and found it has 5-axis stabilization which compensates for 5-stops, I don't know the details here, but does it mean basically N-axis can compensate for N-stops? I don't think it should be like that, since it depends on the actual vibration, say if we rate vibration to three levels: light, medium, heavy, and for each axis:

1st axis: light, medium, heavy

2nd axis: light, medium, heavy

3rd axis: light, medium, heavy

4th axis: light, medium, heavy

5th axis: light, medium, heavy

It then becomes complicated, obviously five 'light' vibration is different from five 'heavy' ones, and 'heavy' in one axis isn't the same as 'light' in three axises, so how does it work?

Not long ago I read an review from Tyson Robichaud Photography comparing GX7 and EM5, one of the conclusion is GX7 has better stabilization than EM5 despite one has less axises than the other, based on the theory above, is it possible that he only had vibration in 2 axises which is within both GX7 and EM5's limit and GX7 does better in term of "light, medium, heavy" for those two axis?
