Hi. I think I understand what you want.  You want to specify the aperture and the shutter speed, then let the camera figure out the ISO.  And if the ISO chosen by the camera is wrong (over or underexposed), you want to be able to adjust it using exposure compensation.  That is a legitimate feature that was originally pioneered by Pentax, called TAv priority.

On some cameras, such as the NX500, what you want is possible.  (It might be possible on the Nx3000 as well - I haven't checked your manual or tried it.)  To do this, switch to manual exposure and set ISO to Auto ISO.  Then adjust exposure via exposure compensation.

On some cameras, you can use Auto ISO with manual exposure, but exposure compensation has no effect.

On other cameras, if you select manual exposure, you cannot select Auto ISO at all.

When you say that in manual exposure, your camera is choosing the exposure compensation for you, actually what you are seeing is the exposure meter.  In other words, based on your chosen aperture, shutter speed and ISO, the camera is telling you whether it's over or underexposed and by how much, according to the camera's automatic exposure.  If you adjust the exposure values to make the meter zero, that is equivalent to having the camera choose the exposure for you.  That is most useful when used in conjunction with spot metering, if you know which zone you want for a particular tone.
