Well, it was taken with the lens wide open which wouldn't have helped the depth of field. Still, everything is far enough away that one wouldn't expect that to matter. In any case, the shutter speed of 1/160 indicates the light wasn't too good, so you wouldn't have had much choice other than to up the iso. Even the hill or peak in the left foreground is not sharp but the one in the right background is worse still. I have to assume it is a bad lens.
I haven't used my 18-55 much for landscapes but it doesn't seem as bad. Here is one at 55mm and f/6.3. This is an ooc jpeg from an NX10. I'm not sure what I focused on but the windmill and concrete tank in the middle distance just left of centre seem reasonably sharp. The trees on the horizon are not great but fair enough for a kit lens. I took another shot at 18mm from the same spot and it is slightly sharper.
