I tried Program mode and Aperture mode by setting minimum shutter speed. However I see it is working fine only in good light, it is not working in the night time. What I mean is in P or A modes morning time it is showing minimum shutter speed as 250 which I set, but night time it is coming automatically 80 or 60, not considering my setup. At the same time I tried shutter priority also but image is not containing light, if I increase ISO spots are coming up. So don't know what is the solution for this.

The solution is faster glass or flash
The kit lens has an aperture range of f3.5 (16mm - zoomed out) to f5.6 (50mm - zoomed in) The reason you're having more problems in low light is it is simply too dark for the camera to get the image you want with the small apertures of the kit lens and the shutter speeds you're picking. It is all about increasing or decreasing certain values if you are NOT using flash. It is a tradeoff...
In lower light: 1) lower the shutter speed to allow light in longer (downside- motion blur, camera shake) OR 2) increase the ISO to make the camera more sensitive to light (downside- noise "spots") OR 3) increase the aperture to let in more light (the kit lens doesn't open very wide) so something like a 30mm f2, 20mm 2.8, 16mm 2.4, 45mm 1.8 are lenses that let in more light than the kit lens OR 4) add light with flash or some other artificial source.
If you are trying to take a picture of something still at night, such as a building or bridge or statue, you can put your camera on something steady like a tripod, a bench, the hood of your car, etc, and pick a very slow shutter speed that will allow you to pick the ISO that won't give you too much noise (ISO spots).
