I take a look at the lens review here:

They compare the new "C" lens to the version before which agree to my personal experience that my 2.8-4.0/17-70mm DC OS HSM is not as bad.

"To sum up the new lens offers an even performance at all focal lengths. Compared to its predecessor the results at 17 mm worsened a bit but they got better in the rest of the range."

If I compare the results the "C" one is better at 70mm in the corner but more worse at 17mm!
