One report from DxO shows Nikon has a dynamic range of 16 Ev. A 14bit camera produce 16EV dynamic range? Are you kidding me? They need to calibrate their testing equipment!

DxO testing is done under strict lab conditions:

You do realise that the data shown on the "Print" tab pages is normalised against an 8MP output size so that the relative performance of the digital imaging system (Sensor/PGA/ADC) in cameras of different formats and MPs can be compared? With normalisation it doesn't matter what reference output size is used, (1MP, 10MP, 30MP etc.), as the relative performance difference remains the same.

If you want to see pixel-level values, use the "Screen" tab.

Most users prefer the "Screen" results as they're interested in the output result e.g. the total noise in an A3 printout from a P&S vs APS-C vs FF vs MF, or 16MP APS-C vs 28MP APS-C.

Pixel-level performance is interesting in a technical sense, but less meaningful in general photography.

dxo "testing" is done using plain old Raw files straight from the camera. And what Raw converter are they using when they evaluate those Raw files for noise, sharpness, etc? They don't say, which is critical because as anyone can test for themselves each converter shows different levels and quality of noise, even before NR is applied. So, what are they using?

You've correct. But DxO testing is done on the raw data, not converted raw data:
