Canon SL1 - Why is auto ISO at 1,600 with flash?

Hello: I read these forums all of the time, but it is my first time posting.  I'm sorry if my question seems overly basic or trivial.  I have an SL1 and primarily shoot with the 35mm f2 IS USM without a flash for indoor photography of my family.  However, I recently purchased my first speedlite (the 270 EX II) and I have been experimenting with bouncing the flash off of the ceiling (which I love - much sharper images compared to the 35mm f2 without the flash).

However, when I take an indoor photo using the speedlite with auto ISO in program mode, the camera always sets the ISO to 1,600 - which seems excessively high given that I'm using a flash.  I looked at some of my older images using the popup flash on the SL1, and the camera usually sets the ISO at 400 with the popup flash, but sometimes it does go as high as 800 or 1,600.

Can someone help me understand why the camera thinks it needs ISO 1600 for flash photography with the speedlite?  Do others have the same experience?  If so, do you manually set the ISO before taking photos using the speedlite flash?  Thanks so much!
