If you are in the UK take it back to where you bought it and demand they repair or replace it under the sale of goods act    http://www.which.co.uk/consumer-rights/regulation/sale-of-goods-act  a Canon L lens (at those prices) should last longer than 18 months

If you bought it on credit or a credit card you may also be able to make a claim against the card company If for instance the shop you bought it from has gone out of business

that is assuming that you have not damaged the lens through misuse  or dropped it
