No, it's definitely right around a 2 stop difference when you compare sensors of the same generation.  ISO 200 on my E-M1 looks pretty much identical to ISO 800 on my 5D3 when they're both resampled to the same resolution.  With m43 you're essentially trading flexibility in handling difficult situations for portability.  Running dual systems, m43 and FF, is a pretty fantastic combination.
