An important point.   Diving with a small camera is much like regular scuba diving - you can just dive and forget about the camera if you can hold it in one hand and tuck it up against your body.   If it is small enough to fit into a BC pocket, you can put it in there when entering and exiting the dive and not need someone to hand you the camera when you get in or hand the camera to when you get out.  (Especially useful, I assume, for shore diving when there is surf knocking you around).

Once you add an external flash, or have a big housing, you pretty much need to have both hands on the camera nearly all the time, and it changes the nature of diving quite a bit.   Slows you down a lot in the water too.
