Because perversely Panasonic and Sony lock their Japan cameras so that the menu language cannot be changed and you cannot update the firmware with firmware from outside of Japan to get other languages. I and others have reported on this many times, but I think I was the first in 2007:

Thanks Henry. 007Peter just told me the same thing.

Note that Olympus, Canon, Nikon, Pentax, Fuji, Ricoh, Sigma, Casio, Samsung, etc. allow the menu language to be changed. Panasonic and Sony also allow it to be changed for cameras bought outside of Japan. Very strange and very, very annoying.

I can certainly share your frustration.
